All you'll need is napkins or tissue paper the color you want the flowers, fishing line, and crepe streamer to make the leaves. The first thing you need to do is separate the napkins so they are 1 ply and cut into three even panels. Next take three sections and fan fold together. In the middle of the fold cut a triangle shape out of each side of the napkin. Then round the outer edges of the napkin fold. Use curling ribbon or fishing line to tie the center and fluff out the flower.
