DECORATING DIRECTIONS:
- Airbrush top of cake Royal Blue #5895 as shown.
- Using tip #48, pipe Lemon Yellow #9537 wavy band around base of cake as shown.
- Using tip #48, pipe White band around top of cake.
- Using tip #10, pipe Royal Blue #9525 border on top as shown.
- Using tip #10, pipe Red Red #9534 corner dots on top as shown.
- Using tip #12, pipe Neon Green #9640 border on bottom.
- Using tip #12, pipe Red Red #9534, Lemon Yellow #9527, Neon Green #9640, and Sunset Orange #9534 balloons.
- Using tip #1, pipe Royal Blue #9525 strings.
- Using tip #1, pipe Princess Pink #11808 detail on bottom border as shown.
